これのどれかを試せば解決します。
具体的には、

●ネットワークアダプタの「Receive Side Scaling」値をDisableする（無効化）

●ネットワークアダプタの「IPSec オフロード・offload」値をdisadledする（無効化）

●SNPの値を確認　「netsh int tcp show global」　コマンドプロンプトね。
netsh int tcp set global chimney=disabled
netsh int tcp set global rss=disabled
netsh int tcp set global netdma=disabled
変わっていればOK。

●WindowsServer2003でSNP機能無効修正プログラム

●レジストリで RSS および TCP オフロードを手動で無効にする
